Complete List: 100% Scholarships for International Students USA
The full list of US universities offering 100% need-based scholarships to international students, including SAT requirements and fees.

I'm continuing my series on studying in America for free, and this is part 13 where I'm giving you the complete picture. If you've been following along, you know I've been sharing specific schools that offer incredible opportunities for international students from poor backgrounds. Today, I'm expanding that list to include every single university that promises to meet 100% of your demonstrated financial need.
The Complete List of 100% Need-Based Schools#
In my previous videos about the top recommended schools, I focused on the absolute best options for international students. These schools I mentioned earlier are the ones I recommend most because they make the application process as accessible as possible.
But today, I'm sharing the complete list — which includes schools that might have additional requirements like the SAT or CSS Profile fees.
Why Some Schools Are Better Than Others#
The schools I highlighted in my earlier posts about 100% scholarships have three key advantages:
- No SAT requirements — You don't need to take the SAT as an international student
- CSS fee waivers — They offer free alternatives to the CSS Profile
- No application barriers — If you're applying for financial aid, you don't pay anything to apply
These factors matter enormously when you're from a poor background and every dollar counts.
What 100% Demonstrated Financial Need Actually Means#
Let me be crystal clear about what this promise means: if you don't have any money to attend these schools and you get accepted, they will give you a full scholarship.
This isn't just tuition coverage — we're talking about:
- Full tuition costs
- Room and board
- Books and supplies
- Personal expenses
- Sometimes even travel costs
The key word here is "demonstrated." You'll need to prove your financial situation through forms like the CSS Profile or alternative financial aid applications.
The Extended List: Additional Requirements#
While I'm not listing every single school in this post (that would be overwhelming), the complete list includes universities that may require:
SAT Requirements#
Some schools still require international students to take the SAT, which adds:
- Test preparation time and costs
- Registration fees
- Potential multiple test attempts
CSS Profile Fees#
Some schools require the full CSS Profile without fee waivers, which means:
- Application fees for the CSS Profile itself
- Additional costs for sending reports to multiple schools
- No free alternative forms
For students from very poor backgrounds, these requirements can be significant barriers.
Why This Opportunity Is So Important#
This is an amazing opportunity for international students who want to study in America but lack financial resources. The fact that these universities make this commitment to international students sets them apart from the majority of US schools.
Most American universities don't offer need-based aid to international students at all. The schools on this complete list are exceptional because they treat international students the same as domestic students when it comes to financial need.
Your Next Steps#
As an international student, here's what you need to do:
- Apply to these schools — Cast a wide net, but prioritize the ones without barriers
- Prepare your financial documentation — Start gathering proof of your family's financial situation
- Meet all deadlines — These opportunities are competitive and time-sensitive
- Don't let requirements discourage you — Even schools with SAT requirements might be worth it if you can manage the costs
